以“人权卫士”自居的美国，日前收到了来自联合国的“人权指控函”。
据美国《赫芬顿邮报》4月4日报道，联合国人权理事会的3名特别报告员最近发布了一封致美国政府的联合指控函，指控美国政府和军方“持续侵犯关岛查莫罗土著人的人权”。
作为美国的海外属地，关岛居民一出生本就是美国公民，但他们至今却没有在全美选举中投票的权利。

在指控函中，联合国特别报告员对美国在没有与查莫罗人民进行充分协商的情况下，在关岛增强军备，以及由此带来的对土著土地、资源、环境和文化权利的威胁表示严重关切。

《赫芬顿邮报》还提到，自美西战争结束以来，美国一直利用对关岛的统治，在太平洋地区站稳脚跟，并密切关注地缘政治对手，尤其是中国。但许多美国人对关岛事务知之甚少，更不用说对关岛原住民困境的关心了。
《赫芬顿邮报》称，“这种无知简直到了尴尬的地步”。就在今年3月中旬，当共和党联邦众议员格林 公开反对美国援助外国时，她谴责美国为关岛提供资金。
