手機WiFi不用時要關閉嗎？聽聽中國電信的建議

WiFi给我们的生活带来了极大便利，只要有WiFi覆盖的地方我们都能随意上网。不过，不会用到WiFi的时候需要关闭吗？ 日前中国电信谈到了这个问题，建议是关闭。 我们都知道，在不需要使用WiFi的时候将其关闭可以省电，不过中国电信认为关闭的主因不仅是省电，还有安全。因为只要开着WiFi就能发出信号，被WiFi探针检测到。 中国电信称WiFi探针的外观跟一般的路由器差不多，不法分子会借口低价或免费安装路由器将WiFi探针安置在商铺、车站等公共场所。 当消费者的手机WiFi处于打开状态时，手机就会向周围发出寻找无线网络的信号，探针盒子发现这个信号后，就能迅速识别出用户手机的MAC地址，接着转换成IMEI号，再转换成手机号码。 再和大数据结合起来，就可以得到消费者的家庭住址、身份证号、搜索记录、消费记录等多项隐私信息。 所以中国电信建议消费者的手机在公共场所不需要用到WiFi时，最好将开关关闭，以免被不法分子利用。 最后提醒，公共场所的WiFi能不用尽量别用，不排除存在安全隐患。

原标题：TikTok在美下载禁令被紧急叫停，美法官称TikTok禁令可能越权 　　【环球时报记者 成仲】美国华盛顿哥伦比亚特区联邦地方法院当地时间27日作出裁决，在生效前几个小时叫停了美国政府对短视频平台TikTok的下载禁令。美国《华尔街日报》29日援引28日公布的法官判决书报道称，阻止特朗普政府对TikTok实施下载禁令的联邦法官判定，美国政府（下达禁令的举动）可能逾越了国家安全法规的权限。 　　报道称，作出上述裁决的哥伦比亚特区联邦地方法院法官尼科尔斯在当地时间28日公布的18页判决书中表示，上世纪70年代出台的《国际紧急经济权力法》（IEEPA）禁止对信息材料的交换进行限制，而TikTok证明政府对其采取的行动很可能超出IEEPA的合法界限，此前特朗普政府正是引用IEEPA对TikTok颁布禁令。 　　美国新闻网站Varity28日分析称，IEEPA旨在让美国总统可以采取紧急行动禁止实体进行业务交易，而该实体的部分或全部来自美国以外，且对美国国家安全、外交政策或经济显示出异常或特别威胁。不过，该法并没有赋予总统相应权力，允许其在不涉及任何有价值的事物转移过程中，直接或间接监管、禁止信息或信息材料的进出口以及个人通信。TikTok方面在诉讼中质疑，TikTok这一应用程序可被视为“新闻信息流”，某种程度上，这不属于IEEPA的管辖范围。尼科尔斯认为，TikTok用户之间交换的内容确实构成“信息或信息材料”。虽然美国司法部的律师试图证明TikTokçš„“信息材料”可被用于网络间谍活动，但尼科尔斯在判决书中写道，“美国用户在TikTok上分享的电影、照片、艺术作品甚至个人信息，都不适用于反间谍法案的一般性意义”。 　　针对特朗普政府频频提到的TikTok可能威胁美国国家安全的观点，尼科尔斯称，美国政府“提供了充分的证据证明中国构成明显的国家安全威胁”。但这位法官表示，政府对TikTok构成威胁以及禁止下载是否是应对这一威胁的唯一有效办法的证据并不充分。 　　尼科尔斯还表示，这项禁令会使TikTok蒙受难以弥补的伤害。禁止下载TikTok，会冻结该应用的用户群、影响员工招聘、破坏其与商业伙伴和广告客户的关系，从而损害其业务。在27日举行的听证会上，TikTok代表律师约翰·éœå°”表示，任何禁止TikTok进入美国移动应用商店的禁令都是“不合理的”，是对企业的直接打击。
